When a user submits an issue does the admin have to assign it to a staff?
  No, VSO-XP features includes an automatic case assignment in round-robin configuration, in such way that you can assign staff to specific products and depending on the staff load VSO will assign new incoming requests. Optionally VSO can be setup for manual assignment as well, this way all incoming support request will be notify to administrator then he/she must manually assign the issues to specific staff.
